What is Runic Magic?
Runic Magic is a type of magic that is not genetically passed to the next generation (like Magi Magic is) but taught in a University. By writing certain symbols of the ancient Olden Language on paper you are able to perform tasks that would be classified as "magic". Those outside of the University (anyone not a student, graduate, or professor) are not allowed to know how it is done. But to those that are, the key is in the ink. The ink is perhaps the most guarded secret of the University. Perhaps this information will be released as site wide plots continue? (Muahaha)
What is a Rune?
Thus a Rune is a piece of paper that those symbols and phrases have been written on. You could use any type of paper or pen you wished. But the ink ... It's in the ink.
What does it take to be a Runic User?
Those who wish to partake in the Runic practice must undergo years of studying the Olden language before they're even allowed to attempt their first. Why? Because the practice demands absolute precision or the consequences can be grotesquely unforgiving. A single mistaken dash or mis-stroke could lead to excruciating deaths. Thus there are rankings among those in the practice and corresponding symbols/phrases that are allowed to be taught to each one.
So what secrets does the University have?
You're right. It's obvious that such a powerful establishment would have darker secrets. The answer is many. Magi are used secretly as lab rats. All Runic Professors are tattooed with a Rune that demands their loyalty and obedience to the Head Master. And that doesn't even get into what the Ink is made of ... That and more will be revealed as site plots continue~

问题与解答 Q. Can a cyborg or magi practice Runic Magic?
A. No. Keeping in mind that Runes can only be written in a special kind of ink the University regulates said ink with an intense vigor. No one outside of the University knows what gives the ink magical qualities so at this time in the site's plot, it's impossible to replicate it. And then the final nail in the coffin, the University has a very intense application process which has proven to be ehhhhh, a bit racist? To date they have only accepted humans. So no, not at this time can a magi or cyborg practice Runic magic.
Q. Can my character practice Runic Magic without being a student or professor of the University?
A. Following the same logic as the previous answer the character needs to have some sort of tie to the University to practice Runic Magic (because they're the only suppliers of the ink). I would say being a graduate of the University or a retired professor would be two acceptable options.
Q. Can I use spells that aren't listed here?
A. No. In order to lessen the likely hood of power playing we're asking that you keep to the list here. At the same time we are aware that Mandarin Chinese is a language of literally over 86,000 characters. So if you come up with an idea for a spell please feel free to place it in the site's Suggestion Box.

Jìng .... Mirror
The entire paper will become a reflective surface now acting as a mirror. It is when the paper is ripped that the spell ends.

Diànbàng .... Flashlight
A common practice is to roll up the paper so as to resemble an actual flashlight allowing the beam to be more focused. It is when the paper is ripped that the spell ends.
放大镜
Fàngdàjìng .... Magnifying Glass
The entirety of the paper will turn transparent with the added bonus of magnifying what is beneath it as well. It is when the paper is ripped that the spell ends.
望远镜
Wàngyuǎnjìng .... Telescope
With this spell the paper is commonly rolled up to more resemble a telescope. Peering through, far away sights will appear clearer and with sharper clarity.
延迟
Yánchí .... Delay
A rune that can only be used in conjunction with another rune. Once inscribed, this rune will prevent another rune from triggering until a specified condition is met. This can be anything simple, such as X amount of time elapsing or physical contact. The only restriction is that the volatile nature of runes means that a rune's activation can only be delayed for up to one approximated hour at an extreme most before it will simply trigger on its own accord.

Gǎibiàn yánsè de wàiguān .... Morph Colored Appearance
This is the Rune that teachers genuinely use to teach the importance of writing out details thoroughly. For example, specifying to color one's hair blue so that the Rune does not shift the entire person blue (eyes, teeth, skin, etc).

You are careful in forming each and every stroke (when being tested at least) and have memorized the symbols thus far given you. The professors have decided that you are ready to learn more symbols and phrases. runes learned

Chuàngjiàn dāo .... Create Blade
When finished in writing the symbols the paper will then harden and sharpen into a material that can slice stone.

Zhòngliàng qīng .... Light Weight
Once the Rune makes contact it will adhere itself to that item and will decrease its weight in accordance to the details written on the paper.
重量级
Zhòngliàng jí .... Heavy Weight
Once the Rune makes contact it will adhere itself to that item and will increase its weight in accordance to the details written on the paper.
鎖
Suǒ .... Lock
Upon writing the Rune on a piece of paper, the paper will in essence become a magical lock. The paper can, for example, be slapped on a door to supernaturally seal it shut until certain criteria are met as according to its details (a blood drop of the writer, their signature, their fingerprint, etc).
胶
Jiāo .... Glue/Gum
Instantly makes the surface of a piece of paper or small object highly adhesive. While the bond is strong, the rune itself can easily be destroyed via heat or water.

Shēnghuó zhézhǐ .... Living Origami
By writing the symbols and folding the paper appropriately the origami critter will become animated. Walking, flying, climbing, it may even nuzzle and cuddle if you write so in the details. The spell is broken when the critter is crushed and can no longer function, is torn, burned, soaked, etc.
识别魔术
Shìbié móshù .... Identify Magic
Rune users utilize this spell in varying ways. Regardless of how you use it, it allows you to peer through and identify magic. It makes all magics glow or shimmer in differing hues depending on what kind of magic it is; Enchanted items will, religiously blessed items, people who are cursed, even Magi and their magical bounty (example: a magically created flame).

Yèjiān shìlì .... Night Vision
There are a variety of ways this Rune can be enacted but regardless of how you utilize it, the Rune's translation is self explanatory.
在水上行走
Zài shuǐshàng xíngzǒu .... Walk On Water
You can write one of these Runes to make an item similar to a life preserver. Or you can write out two, one for each shoe, and have a pleasant wavey stroll~

Yālì ànniǔ .... Pressure Plate
This Rune is usually placed on the ground to act similarly as a landmine. All in the details the Rune can be anything from an explosion similar to a grenade to a playful explosion of confetti.
物理屏蔽
Wùlǐ píngbì .... Physical Shield
An iridescent shield will grow from the Rune which will be able to block all physical attacks that are not magic-based. Note worthy, the shield does not absorb force. So it will block the bullet but you might get the wind knocked out of you.
召唤
Zhàohuàn .... Summon
At the Apprentice level teachers instruct a student how to summon an item first. Mentally visualizing the item wished to be brought to them the item will appear from the Rune itself in a splendor of green light.

Tānhuàn .... Paralyze
The Rune once placed upon a person's skin will cause immediate paralysis. Fear not, Masters over centuries of perfecting the symbols used, the paralysis will not affect their lungs and heart muscles.

Qǔchū dúyào .... Eject Poison
Runic Magic is not Magi Magic. This Rune will succeed in getting a poison out of a living being's body, however it is not pretty and it is very painful. The word "eject" insinuates speed but at the expense of comfort.
手榴弹
Shǒuliúdàn .... Grenade
The most common manner in which one uses this Rune is by wrinkling up the paper into a ball and once it becomes heavier in their hands, chucks it in the direction they wish. Upon making contact with something other than the writer it will explode.
魔法盾
Mófǎ dùn .... Magic Shield
Exactly identical to the Physical Shield Rune in the Intermediate Level, this Rune specializes in shielding from magic based attacks. And yes, at this level a Runic User could combine the two symbols to make a shield that accomplishes both feats.
召唤
Zhàohuàn .... Summon
Summoning animals is taught at this level. Again, it's all in the details but also mentally visualizing the animal is a major part of this spell. Warning: Just because you summon the beast doesn't mean you have control over them. Be wise in what you bring over. Summoning people is forbidden, period. If a student or professor were to attempt to do so at this level and it was discovered they would be expelled immediately if not have charges pressed against them for premeditated endangerment.

Basics
基本信息 You are highly respected and trusted, wither you are a student or professor. When one reaches this level you are granted the strongest version of ink that exists. All of your spells, even Amateur level spells, are much more potent and powerful now and can last longer as well.
An optional additional benefit of reaching Master Rank is if your character has been networking and proving themselves to the Head Master of the University he may share with you the recipe to the ink. This includes the University's metaphoric darker skeletons in the closet ... and perhaps quite a few literal skeletons as well. Do you really want to know? Placing the Rune upon your person you visually become invisible.
真理血清
Zhēnlǐ xiěqīng .... Truth Serum
A person with this Rune attached to their skin can only tell the truth.
魔法屏障
Mófǎ píngzhàng .... Magical Barrier
Writing this Rune now makes all Magic void and impossible to complete within its specified perimeter. For instance, if a fireball was created outside of the perimeter and was barreling towards it, it would poof into nothingness upon crossing it harmlessly.
技術壁壘
Jìshù bìlěi .... Technological Barrier
Identical to the Magical Barrier, all technology will prove useless immediately. Regardless of battery life, cell phones will turn off. Androids will collapse into a pile of mechanical parts. Any bionics will hang dead at their side.
