Samuel's fairly personable other than being completely dense.  That said, if you're racist or discriminatory he'll be more likely to take a pass on you as a friend.  If you're fair though, you have a good chance.  He's patient with people after all.  Perhaps you met through his work, perhaps you met at a bar, or somewhere else.  He goes between Felici and Dagos regularly.  Just be warned: he is a total workaholic.

Just because you're an enemy of the law doesn't mean you'd be an enemy of Samuel.  When he's off-duty, it really depends.  That said, if you're racist, discriminatory, or disrespectful then he won't go easy.  Same as if you accept bribes.  He's pretty laid back, so if he doesn't like you you went wrong somewhere.

Samuel is very dense.  To get him to think of you in that way, you'd have to be forward and determined.  He hasn't really put much thought to romance, so you'd also have to work to make him think about that in his future too.  That said, he's also a direct sort of person so if he took to you then you'd know it.
